In the fall of 2025, Russian troops resumed and significantly intensified missile and drone attacks on civilian energy infrastructure facilities in Ukraine.

Previously, the International Criminal Court had already recognized such actions as a war crime, and warrants of arrest were issued against the commander of the Russian Air Force, Sergei Kobylash, and the commander of the Black Sea Fleet, Viktor Sokolov, who directly supervised these attacks.

In November, DTEK, whose facilities are most affected by the new wave of attacks, showed journalists what one of the energy facilities that has been repeatedly subjected to missile strikes looks like. These images once again demonstrate the devastating consequences of Russia’s criminal attacks.
